Carbonation occurs when the CO2 produced by the yeast has nowhere
to go and is thusly absorbed by the liquid. What you are observing is just
the yeast "breathing". Because the gas can escape because of no
pressurization, the beverage will not be carbonated.

Yes. However if the yeast is still active after bottling it might
carbonate in the bottle. Just make sure fermentation has ended before
bottling and you will have no problems.
